Lighting controls inside a dorm restroom

Section 9.4.1.2 Space Control indicates that restrooms must have an occupancy sensor. We have a dorm project where each two dormrooms has a shared bathroom.

Proving Savings for a Utility-Owned Power Plant

I am wondering if anyone has any thoughts on how/if energy savings could be demonstrated for a Utility-Owned Electric Power Plant (just the plant itself).
