Is this credit earned if amenities are provided for transit stops that do not meet the frequency requirements of SLL Access to Quality Transit?

Peter, the two credits are not linked in any manner, so yes, NPDc Transit Facilities can be earned for improving stops within the project boundary regardless of whether those stops are used to earn SLLc Access to Quality Transit.  Eliot
