Enhanced Refrigerant Mgmt as a Innovation Credit in LEED CI

CI-2009 EAp3:Fundamental Refrigerant Management

As there is no Enhanced Refrigerant Management credit in LEED CI is it possible to pursue this under an Innovation in Design credit ?

Hi, We have reduced water use in a project through dual flush fixtures, low flow urinals, low flow lavatories by more than 35%.

Based on my interpretation of Option 1 for this credit, it seems as though project teams are being asked to evaluate the 95th percentile (or 98th percentile) rainfall event in isolation.
