We are moving into a building that is applying for LEED certification under NC. Our space is applying for CI v3.0 certification. Our engineers filled out the ASHRAE Compliance Form -- HVAC. The base building had COMcheck forms approved for their LEED submittal in place of the Building Envelope ASHRAE Compliance Form. Can we submit one ASHRAE Compliance Form for HVAC and the base building's COMCheck form instead of the ASHRAE form for the Building Envelope requirement?

Rachel,
That should be acceptable, however, if your scope (for the tenant buildout) does not included any changes to the building envelope, you don't need to have documentation for the envelope. Just write your narrative stating that the envelope is outside your scope of work.
