The baseline U-values

The baseline U-values proposed by ASHRAE 90.1-2007 for a building with high thermal mass in climate zone 1 (see below extracted from table 5.5-1) seem to be too low-performing. Are these correct?

I think group certification would be a good option for my two identical (mirrored) buildings on the same property with the same owner.

Our project's parking goes beyond the LEED boundary, since it is a mixed used building with several towers and only one of them will apply for LEED certification.

If the proposed HVAC design has DOAS that delivers OA to all AHU's, should there be the same auto-sized capacity but the same air flow DOAS for the baseline?
