Exterior Lighting for Parking Lot- Directional Fixtures

Does anyone know of a manufacturer that makes a parking lot lighting fixture that casts light in only one direction, instead of 2 or 4 directions?

Are flagpoles exempt from this criteria. I did a word serach of the entire LEED Reference Guide and it does not address this condition. Our firm has several DoD and school projects with flagpoles...
