Following Strategy A but no D for regularly occupied space

I'm working on a project, where indirect overhead lighting for a regularly occupied space (garbage truck maintenance garage space) would not be feasible due to height restrictions for vehicle...

Do Dimmable lights suffice for individual workstation lighting control. It seems like theoretically you could provide the three different light level ranges required?
