NC-2009 IEQc6.2:Controllability of Systems—Thermal Comfort

I am trying to achieve this credit for an apartment building. On the LEED v2009 form the residential units were selected as 'Individual' to match the IEQc6.1 form.

We have a project that uses water cooled ice machine, but the coolant for the system is provided through a refrigerant through a closed loop system.

Light pollution reduction Existing site lighting

Is existing site lighting, scheduled to remain, required to be included in the Light Pollution Reduction Credit when using the calculation method or is it only for proposed light fixtures?

I have an existing self storage warehouse to be certified under LEED v4.1 O+M Existing Buildings. It has no regular occupants and no regularly occupied spaces.
