5 year replacement period?

If they are, LEED requires either installing CFC-free equipment, or commiting to phasing out CFC refrigerants through refrigerant conversion or equipment replacement within five years of “substantial completion” of your project. " Does anyone know if that 5 year timeframe is acceptable? I can't find that language in the actual reference guide, only here in LEED User. Thanks.
