credit calculations for historic building

we are the GC on a 200+ yr old building being renovated as part of a LEED project (there's also a smaller SF new addition.)

No roof deck?

On our project, there is no deck, just purlins, insulation and metal roof panels. We'll be reusing the roof and the purlins and likely replacing the insulation.

Windows in our historic building project have been removed, refurbished, glass upgraded to double-pane, low-e, etc. Can we use frames under MR c1 Building Reuse and MR c5 Regional Materials?

Historic Building Restoration

The building is being restored to an "historic condition." Do unfortunate additions (like CMU block in sealed up former window areas) subsequent to the "historic condition" need to be included in

Are basement walls included in envelope calculations

I understand the floor slab of basements is allowed to be included; what about the envelope?
