What constitutes "Confirmation of permanently instaled meters" in the required documentation part?

Sub meters replaces building-level electric meters

We have a stand-alone office building on a corporate campus receives electricity from a campus central utility plant, and the office building is no Building-level energy meters.

I got the template, I got the owner to agree to sign but who should I refer it to?

Third Party Source vs. Portfolio Manager

I need advice. LEED requires letter of Commitment to be signed by the Owner, as its states "Provide a letter from the project owner committing...
