So according to the LEED Online template for Building-level Energy and Water Metering, it states to pick either "USGBC-approved data template", which is Portfolio Manager, OR "Third-party data source" to input water (and energy) consumption data. According to the credit interpretation on usgbc.org (https://www.usgbc.org/node/2611406?view=resources&return=/credits/new-co...), it states to provide water (and energy) consumption data through the "Third-party data source", which is Portfolio Manager, or the "USGBC-approved data template", which is a LEED metering spreadsheet that has to be uploaded to a LEED dropbox account.
It seems there are different interpretations of "USGBC-approved data template" and "Third-party data source", which one do I proceed with? Do I go with the LEED metering spreadsheet or Portfolio Manager as "USGBC-approved data template"?

Do Portfolio Manager. I have not yet seen any other approved third party data sources or USGBC provided templates.

Ok, that's what I was thinking. There is also an issue of the client representing the project building (city agency) not willing to share water consumption data over Portfolio Manager, is it then possible to go with the 3rd party? And would the third party be just submitting the LEED metering spreadsheet to the LEED dropbox account, or would that still be considered "USGBC-approved data template" based on the website's interpretation?
Sorry for asking that second question, it's just confusing how both the USGBC website and LEED Online are not consistent with interpretations.
