So according to the LEED Online template for Building-level Energy and Water Metering, it states to pick either "USGBC-approved data template", which is Portfolio Manager, OR "Third-party data source" to input water (and energy) consumption data. According to the credit interpretation on usgbc.org (https://www.usgbc.org/node/2611406?view=resources&return=/credits/new-construction/v4/water-efficiency), it states to provide water (and energy) consumption data through the "Third-party data source", which is Portfolio Manager, or the "USGBC-approved data template", which is a LEED metering spreadsheet that has to be uploaded to a LEED dropbox account.
It seems there are different interpretations of "USGBC-approved data template" and "Third-party data source", which one do I proceed with? Do I go with the LEED metering spreadsheet or Portfolio Manager as "USGBC-approved data template"?
