We have a stand-alone office building on a corporate campus receives electricity from a campus central utility plant, and the office building is no Building-level energy meters.
The office building includes an advanced real-time advanced energy monitoring and reporting system that includes sub-tables on all terminal equipment downstream of the overall building system supported.

As long as your metering system accounts for all energy use within and associated with the project then I would think it complies. You will be required to report this data to USGBC.
