NC-v4 EAp3:Building-level energy metering

Letter reerred to who?

It may be a dumb question but I better ask right?

I got the template, I got the owner to agree to sign but who should I refer it to?

should it be from the Owner, addressed to the Architect's Team? or addressed to USGBC directly?

It does not really matter. To whom it may concern probably works. What is important is the owner signifying their commitment.
