What are the examples for Priority Destination for projects outside U.S.?

Does a site that falls under the DDA areas need to be poverty rate qualified in order for me to achieve the priority designation credit under High Priority Site?

As the subject header suggests, we have a historic building in a non-historic district. Does anyone thing there is potential to still earn the credit?
