If a project is located in a site in a U.S. Department of Housing and Urban Development’s Qualified Census Tract (QCT) or Difficult Development Area (DDA), the project will meet requirement for LTc High Priority Site for v4 project. No need to meet proverty rate.

Hi Hetvi,
No, it does not as long as the project is within the Difficult Development Areas (DDA) site. The requirement is to provide the vicinity map to show that the project is within the Difficult Development Areas (DDA) site.
A project site also qualifies even if only a portion is in the high-priority designated area (LEED BD+C v4 guide page 74).
