LT Credit High-Priority Site in outside the U.S

Has anyone earned the credit about high priority site- Option2. Priority designation outside the U.S?

The project site is nationally administered and designated National industrial complex.

Should this project is necessary for the redevelopment in economically disadvantaged or low-income area?

Also, only redevlopment project can get the score?
