Can we certify only the administrative building in a pharmaceutical factory project?

We have a pharmaceutical factory project consists of the following buildings: -
1. An administrative building (Ground + 3). 
2. A Production building (Ground +2).

We have campus project that we will have only one building LEED certified. But the site is too large. The building is only 0.2% of the site.

We have a new 609,000 sf building seeking LEED BD+C v4 certification. A new 1800 space parking garage will be built design-build as part of the project but by separate designer, same CM.

Given the number of questions already posed on project boundaries, I hesitate to post this, but I'm still stumped.
