Would it be possible to claim performance improvement by supplying the toilet fixtures for all tenants without installing them?

Hi! I have two Core & Shell projects where the landlord is providing showers and changing rooms. There's a toilet inside the changing room area.

In our project we have possibility to use preset lavatory faucets in which we can adjust preset flow rate.

We´re working in a CS building without plumbing fixtures. How we can document the WEp1?. We need to make the Tenant Lease agreement?, How we can earn points in WEc3?.

Is there any way to complete a legally binding document when there is no tenant identified? If I am constructing a building, but not installing fixtures, then an agreement is required.

For an existing building undergoing major renovation how should the existing water fixtures be handled as far as WE prerequisite is concerned?

If I understand correctly, if the Core and Shell developer isn't providing plumbing fixtures, then the tenant agreement is essentially required by LEED to dictate plumbing fixtures.

We have a CS project with no signed tenants yet. The owner is providing central restrooms and showers for all of tenants in the base CS project.

We are working on a speculative 1,000,000 SF industrial warehouse which is pursuing a LEED CS.

The comment has come up for several project so far and know that this partiualr problem is going to keep coming up in upcoming projects.
