We´re working in a CS building without plumbing fixtures. How we can document the WEp1?. We need to make the Tenant Lease agreement?, How we can earn points in WEc3?.

Is there any way to complete a legally binding document when there is no tenant identified? If I am constructing a building, but not installing fixtures, then an agreement is required.

If I understand correctly, if the Core and Shell developer isn't providing plumbing fixtures, then the tenant agreement is essentially required by LEED to dictate plumbing fixtures.

We have a CS project with no signed tenants yet. The owner is providing central restrooms and showers for all of tenants in the base CS project.
