Ali, I don't think so. What's to stop the tenant from tossing out the fixtures and putting in their own? At least if the fixtures are installed there is a very clear handoff of an as-built project.

Tristan - 99% of tenants are not going to spend money replacing fixtures that work if they are sitting right there in front of them.

Brian, I don't disagree but I think you need more teeth. I just re-checked the LEED Reference Guide and would recommend you look at CS Appendix 4. Just support the fixtures with a lease agreement.
