Is there any way to complete a legally binding document when there is no tenant identified? If I am constructing a building, but not installing fixtures, then an agreement is required. But if there is no tenant yet, the agreement cannot be completed. The owner can only sign a document promising to put that language in the future lease. Are there any legal options for this, or anything the GBCI will accept? Or is the scope of my project simply too small to go LEED? Thanks!

Tristan, could you please help with this issue? CS Appendix 4, Case A refers that if claiming performance improvements based on anticipated tenant work, such data must be supported by tenant sales and/or lease agreements. Does this mean that samples of agreements such as requirements to be mandatory for future tenants by the owner and an official letter of commitment of the owner to enforcing these requirements would not be accepted? It is typical for a CS project not to have tenants from the very beginning and especially when applying for design review. Thank you in advance.
