Hi Maria and Annalise,
WEp1 and WEc3 are both "Case A" credits in the CS Appendix 4 of the Reference Guide, meaning that any performance based on anticipated tenant work outside the scope of the C&S project would need to be included in an agreement with the tenants. I've seen this requirement stipulated as either an overall percent reduction or as prescribed flow rates for each fixture.
