Tenants installing glare control devices

According to Reference Guide, manual or automatic (with manual override) glare-control devices shall be provided for all regularly occupied spaces in order to comply with credit requirements....

Our project has a porcelain tile floor with an anti-fracture and waterproofing membrane under it. Does the membrane product need to meet requirements for IEQc4.3?
