Should the excavation work cost be included in the total contruction cost (while using the default cost of materials equal to 45% of total construction costs)?

Not sure how it looks in the US, but in Europe we have different concrete classes depending on its strength and - what goes along with that - different material ratio.

The project is using recycled concrete, purchased from an off-site source, to construct a temporary haul road. Can this material be counted towards MRc4 for its recycled content?
