EV charging station at shared parking structure

Our project is using a shared parking structure with 500m range from the LEED project. all the EV parking stations are located in that shared parking structure.

1 EV charging station for 2 spaces and Vehicle Fueling Capacity per Station

I was informed that the LEED project in question has 1 charging station and two reserved parking spots.  Am I to assume that this station has two charging cables, one for each spot, or should

Preferred Parking special parking lots

In our new project we provide 65 parking lots. To achieve the credit requirements we must provide 4 parking lots for low emitting vehicles. We provide 3 special parking lots for SMART cars.

Preferred Parking on two different garage floors

On our project all the parking is underground. Rather than placing all preferred spots on one floor we would like to stack them over two floors close to the parking elevator.
