Hi,
We are doing core & shell project building structure has ground and 1st level retail shops,2nd to 9th parking 10th to 18th offices and 19th to 20th residential so,there are electrical charging points in parking and no parking for the building outside.How we could achieved this credit base on preferred parking or alternative fuel option.

If 3% of your parking spaces have electrical charging points then you meet the credit requirements. If you don't have enough charging stations, then based on LEED Interpretation #10410 you can do a combination of electrical charging points and preferred parking. Please see the LEED Interpretation for how to calculate the spaces.
To meet the preferred parking requirements you can designate spaces with signage for LEV/FEV or offer discounted parking for those with access to the garage. The garage does not need to be publicly accessible, it's okay that it is only for building occupants.
