I have a project where due to the irregular layout of the building, there is no one single grouping of spots large enough so that they are all close enough to the entrance to satisfy the "preferred spots" requirement and all be adjacent to each other.
Would it still be acceptable to split up the total required FEV/LEV spots from each other as long as they are all as close as possible to garage entrance and main entrance?

Yes, if there are not enough spaces in the parking area that is closest to the main entrance, then you would need to assign them to the next closest grouping. They don't all necessarily need to be adjacent to each other.
