This is an ambiguous situation and I would recommend you check with GBCI, since USGBC has not not issued official guidance on multiple buildings in this kind of situation.
I would see these more as horizontally attached buildings than as vertically attached buildings, since you are looking at two separate towers connected at the base by shared infrastructure.
I recommend reading LEED's Minimum Program Requirements for some indications on how USGBC might handle this. Since HVAC and functionality of the buildings are separate, I think there is a good chance they can be separately certified, but it's hard to say. Could the garage be considered a "public utility'? If so, that would help your case, per the guidelines for vertically attached buildings.

The key question is—how large is the addition relative to the existing building, and is any alteration work being done with the existing building?
If it's a relatively small addition, your choices would be to do nothing, or to pursue LEED-EBOM certification.
If it's a larger addition, you could pursue a new LEED-NC certification for the whole building.
For detailed guidance, check the Minimum Program Requirements (MPRs), and the LEED rating system selection policy.

Peter, a LEEDuser subscription includes access to:

  • Credit-by-credit overviews of what to do and how doable it is
  • LEED credit language
  • Checklists for how to earn the credit
  • Resources and tipsheets
  • Access to the forum (for paid and unpaid members)
  • Credit-by-credit "Documentation Toolkit"

It's that last item that you might be most interested in. This includes sample documentation projects, templates you can use to document credits, tracking sheets for materials puchases, sample commissioning plans, etc.
Our documents tend to be a bit more focused on how to document credits rather than on sample specifications. If you're just looking for green specs, you might be interested in the advice discussed in this forum.

The service you seem to be looking for in this situation would be more commonly performed by a LEED consultant, someone who could visit your site and advise you on various LEED compliance issues. There are many LEED consultants who could help you with this.
USGBC does not provide this service.

Because the new addition is not less than 2 times the original area of the library credits MRc1.1 and MRc1.2 do not apply. There is no mention of the lot size to verify that the project meets that requirement. That said, I believe that the correct answer should be D) for all of the material reuse on site.

Projects I have been on, there are generic "LEED" requirements in Division 1 for Products (regional/ recycle, FSC etc) , VOC, IAQ, Waste Management, LEED submittals, ESC

And in applicable sections ensure there is language outlining what is needed for that specific division, either recycle/ regional, VOC requirements must be followed, FSC.
