If you are denied an Exemplary Performance in the Design submittal, can you revise that credit to submit an Exemplary Performance for a different credit, to get the maximum 3 Ex Perform?

Hello all, we are trying to comply with this credit to certificate a Campus in Colombia.

Has anyone had experience with Option 3?  It appears we will not get any points in Option 2 - it's a fairly isolated building where everyone drives on their own.
