Definition of "utility service area"

Can you please provide som insight as to what "utility service area" refers to? Within the city limits or is there another way to define this a bit clearer.

Our project would like to get a credit for prefered parking. As I can see in the European Alternative Compliance Path (ACP) all Euro 6 cars fulfill the demands.

Hi, I'm working on an office C&S project.  Up until recently the MEP strategy was natural ventilation of all tenancies and for this reason the tenancy was envisaged to be modelled that way
