Hiring CxA for Construction other than one hired during Design

Can a different CxA for a project Construction Phase be hired other than the one hired during Design Phase ?

I have a sub that just submitted documentation for Particle board that is "Third party certified (California ARB approve TPC-1) to comply with CCR 93120.2 (CARB Composite Wood ATCM).

We have a 31 storey office tower under construction and slated for substantial in October 2017. It was designed and construction started without any confirmed tenants.

The EPA has issued the 2017 Construction General Permit (see web page https://www.epa.gov/npdes/stormwater-discharges-construction-activities-2017-cgp) that became effective on February 16, 2017.
