Economizer High-Limit Shutoff for Massachusetts

We are working on a project in Massachusetts, and I wanted to clarify what the Economizer High-Limit Shutoff requirement for Baseline case. All of Massachusetts is listed as Climate Zone 5.

The IEQ Space Type Matrix says work rooms in libraries are multi-occupant spaces. What is the definition of a work room? A meeting room with a big table?

How to "meter" fuel deliveries?

The prerequisite requires energy metering. What needs to be done to meet the requirement for this for fuels that are on a delivery-basis, such as biomass, propane, and fuel oil?
