I have a CS V2.0 office building project in a hot an humid area, climate zone 3C as per Ashrae.
According to our project size and characteristics the baseline system that should be designed is VAV with PFP boxes with reheat. The question is, since I don't need any heating can I install VAV with regular VAV boxes and model the systems that way? Also, can I model the proposed tenant spaces with this same system (VAV with regular boxes) as if they were PFP's? and include this as a design guideline in the tenant design guidelines document?

There should be no deviation from the Appendix G baseline systems in your baseline model. Keep in mind that the baseline HVAC does not have to make design sense in each case.
As for the tenant spaces, if a system is not being installed then the proposed and baseline systems should be identical. I know you can claim savings for lighting power density reductions if they are included in the tenant guidelines so you could try applying the same logic to HVAC savings in the Tenant spaces. Check the CIRs from V2.2 to see if there is any precedent for doing so.
