Do you count things like paper towels and toilet paper as ongoing consumables or just under green cleaning products?

I'm working on a Convention Center project, and the largest ongoing consumables are: Paper towels, Toilet paper, Trash bags, Cleaning Chemicals, and Lamps.

The LEED Re-certification Guidance document recommends submission of purchases of the most recent 25% of performance period. Are we allowed to include data prior to that period as well?
