Supplemental Guidance would define your project as two separate buildings. There is another discussion on the PIf2 forum that addresses this in greater depth and provides links to the MPR Supplemental Guidance...

We saw the CI Fees table and, since it caused so much impression about having a such small CI Retail and paying the same that a 50000sf project... we just want to make sure that this is it......
