LEED Group project - Lighting Boundary

I have a LEED Group project where I am pursuing the Light Pollution Reduction credit.  I have a concern regarding the lighting project boundary for a LEED Group site.  Is it possible to design the lighting boundary in place of the LEED Group project boundary or along assumed project boundary of each building that is part of the LEED Group project?  More to the point, are exterior lighting fixtures that shine or face within the LEED Group project boundary (as in not in front of the boundary itself) excluded from light pollution calculation, or do they have to abide by mounting height metrics and BUG and photometric limits by assuming the project boundary for each building inside the Group project and ignoring the Group project boundary itself?

I really appreciate any help with this matter.

Edgar,I'm not sure I understand the questions, and I'm not familiar with the "LEED Group" rules, BUT I think this statement in the 4.1 credit language might answer you question:
  • "When there are additional properties owned by the same entity that are contiguous to the property, or properties, that the LEED project is within and have the same or higher MLO lighting zone designation as the LEED project, the lighting boundary may be expanded to include those properties."
Also remember that only fixture with the LEED PROJECT Boundary (NOT the Lighting boundary) have to be included in your analysis:"Meet these requirements for all exterior luminaires located inside the project boundary (except those listed under “Exemptions”), "

What I mean is for the LEED Group project boundary, if there are buildings going for certifications that have exterior lighting fixtures facing within the the group project boundary and lighting boundary (not individual building project or lighting boundary), should they be included in the calculations?  Because, going by the BUG rating method, everything depends on compliance with the mounting height versus the distance from the lighting boundary.  So if there exterior lighting fixtures that are not facing the lighting boundary, do they still need to be included in the calculations?

Edgar,I'm not sure what you mean by "....facing within the the group project boundary and lighting boundary..." and "not facing the lighting boundary".All exterior fixtures, mounted on buildings or the site, that are within the LEED Group Project Boundary must be included in the calculations. The direction, or directions, a fixture might be "facing" has no effect on whether or not the fixture is included. My assumption is that for the Light Pollution Reduction Credit, all of the buildings and site in the LEED Group (and therefore within the single LEED Group Project Boundary) are treated as if they are in one single project. And if the credit requirements are met, then the point is awarded to the LEED Group for the single LEED Group certification. But my assumption comes only from reading this sentence: "Where credit documentation is site‐wide or aggregated for multiple buildings or spaces, points are awarded to the group based on the performance of the whole project" , on page 10 of this document: 
https://build.usgbc.org/l/413862/2019-01-17/nf5p8m/413862/153042/LEED_Campus_Guidance.pdfI think you can also assume that there is only one Lighting Boundary that is based on the outer property lines of the property or properties that contain the buildings in the LEED Group, and is modified as allowed by the credit language. The property line may or may not be the same as the LEED Group Project Boundary. It depends on the project conditions. If there are properties that are adjacent to the LEED Group that are owned by the same entity, then the Lighting Boundary could be very far away.

 Please refer to the attached photo.  When I mean about exterior lighting fixtures within the project/lighting boundary, I mean those facing inward within the boundary, as is in away from the edge of the boundary (see areas circled on blue).  Since those fixtures in those blue circled zones are not facing the edge of the boundary for each respective building within the group boundary, would we still include them in the calculatations?

You need to include all exterior fixtures in your calculations / assessment - even those highlighted that don't face the edge of the boundary. They just likely will be quite compliant using the light trespass calculation method as, to your point, they are far away from the LEED boundary. That being said, you'll note that there is a cap on the BUG ratings that depends on your Lighting Zone. For instance you can't go above a U2 in LZ2, no matter how far away you are from the lighting boundary. Additionally, and more to the point, you can't go above B4 or G2 in LZ2 - no matter how far away you are from the lighting boundary.

Yes, as I said last week:ALL exterior fixtures, mounted on buildings or the site, that are WITHIN the LEED Group Project Boundary, MUST be included in the calculations.
