NC-v4 MPR1:Must be in a permanent location on existing land

Interpretation MPR1 - existing land

The explanation for MPR 1, contains additional information regarding 'existing land': "Buildings located on previously constructed docks, piers, jetties, infill, and other manufactured structures in or above water are permissible, provided that the artificial land was not constructed by the owner of the LEED project for the express purpose of constructing the LEED project."

The last part of the sentence is cryptic to me. Does it mean that when a client is constructing a dock for example, and on top a building (amongst other buildings) that needs to be certified, the project is not eligble for certification? Or does it mean that the project can't be certified when the only reason the dock is built, is the LEED-certification? I'm struggling with the phrase 'express purpose' in the sentence above.

Jos, the intention here is to draw a line against new land reclamation for a LEED-certified project, while not preventing LEED certification for a project on previously reclaimed land.In other words, a new dock with a building on it cannot be LEED-certified. An existing doc, constructed for a different purpose, can be repurposed into a project that can become LEED-certified.
