Tenant owned chiller with R-11?

I am working with a large building in New York. This building has a tenant that has their own chiller that utilizes R-11 refrigerant.

I am working on a project where the main unit is new and thus in compliance but there is a backup unit which uses CFCs.

On our project building there is only one system meter. All cooling towers are interconnected with a single header which is monitored by the conductivity meter.

The project is a new facility, which has a new construction and renovation component. The new building is 6 stories tall, adjacent to an existing 3 story plus roof deck building.

Would a Warehouse need to have Occupancy Sensors?

Our project includes an office area and a warehouse area. The office area will have occupancy sensors for each office, bathroom, corridors, etc. The warehouse will not have sensors.
