Although it is the requirement of the Commissioning Agent to develop the Systems Manual, Operation & Maintenance Systems manuals, can he/she delegate that responsibility to the General Contractor?

A good approach to this requirement is for the CxA to define the format of these close-out documents and make sure each team member is clear on what their responsibility is related to the manuals. The Cx documents should comprise a large portion of the systems manual, but we have found that the contractor is best suited to compile the majority of the IOM’s, etc.
