Where does the project Occupant Load and Usage info get logged/docuemnted for the entire project?

i checking a building that has the main heat pump out of leed boundary, it is in common with other 2 buildings (not leed certified).

We are working on a large scale resort development project which is situated on an natural island . The project has more than 8 diverse uses within its boundary.

Our project (NCv4.1) consists of production area (regulary occupied) and office area.

Can anyone provide some guidance on how to calculate the reduction rate when the project has alternative water source (municipal recycled water) for flushing fixture.
