Complex Daily Occupancy - Daily Average Transients

We have a project with a complex occupancy. The facility is secure and staffed 24/7 by two groups, each group having 3 8-hour shifts.

Option 1 energy simulation - I am in review of the LEED Interpretation ID# 10419 and I am unclear how I model the existing envelope of a ID+C tenant space.

Open space

We have a project that has terraces in some floors, the issue is that the terraces have a roof but they are not enclosed. Can we count this area as open space?

Is "Permanent" an acceptable response to 'Meter Type' in the Advanced Meters Table of the Advance Metering Credit form?  If not, what is the form looking for?
