Which part of a toilet need water label?

we're just deciding on water fixtures on our project and have some trouble with choosing water closets. Our toilets consist of:

We are currently working on a CS building of 146,617 sqm. The calculations according to the Reference Guide requirements, result in 734 racks and 99 shower/changing facilities.

I have a project that is looking at pursuing a LEED certification. The project is a 23 storey residential facility and was wondering if LEED for Homes: Midrise could be pursued.
