REACH optimization maximum concentration

  I found that now LEED v4.1 requires that the material doesn't exceed a concentration of 100 ppm (0.01%) for the substances found on the Authorization, Restriction and Candidate lists...

Very curious why both LEED 4 and 4.1 restrict the Candidate List to "the version in effect June 2013"? The wording appears to indicate that of the 3 lists, only the Candidate list is restricted...
