Hazardous ingredients

If a manufacturer provides an inventory of all potentially hazardous ingredients (up to 100ppm) but omits ingredients that pose no risk and does not list them, does the report qualify for Option 1 Manufacturer's Inventory?

No, it does not. Manufacturers may not pick and choose the ingredients they disclose. The idea is that all ingredients and all health information should be disclosed, including if a chemical is not hazardous. This transparency allows project teams to select the products that meet their goals.
