Is the use of the word "trips" being used for "stops" or is "trips" being used for the number of people taking that route?

Folks -anyone know if the 179D Commercial Buildings Energy Efficiency Tax Credit will be renewed for this year? The DOE website only references renewal on Jan 1, 2017...
