this is a very good question.
I don't believe the v4 High Priority Site credit is listed as an ACP to the v3 Brownfield credit, nor is it listed on the v4/v2009 credit substitution list.
The intent of each credit is quite similar but not identical. I could argue for, and against, your approach.
If the project will be located on an infill location within a historic district it is worth a shot to submit as an ACP to v3 Brownfield credit...you'll lose the credit anyway if you don't submit.
In my experience, it seems ACPs and credit substitutions that are not identified by USGBC have a difficult time being approved through the standard review process and more than likely require a CIR.
Apologies i could not give you a definitive yes or no.
