No, I have not seen this kind of contracting and it would not comply with requirements of the enhanced commissioning. This also makes ultimate responsibility for all Cx processes murky at best. While different firms doing building systems and envelope makes sense from an expertise basis, separating out some building systems does not (to me). In general, the weirder the contracting, the more difficult to manage and get approved.
