I've got a project trying to meet the requirements of LZ2 under this credit. the LEED boundary abuts the public rights-of-way at all points. It is essentially an island between streets.

Flagpole Restrictions

Are flagpoles exempt from this criteria. I did a word serach of the entire LEED Reference Guide and it does not address this condition.
