Hi Wes,
Yes, if you have a central plant, you will need to follow the guidance for upstream equipment. See the "Weighted Average Refrigerant Impact" example and "Project Type Variations" in this section of the Reference Guide. There are two options for demonstrating compliance:
- Show that both the upstream (central plant) and downstream (project building) equipment meets the requirements separately
- If that isn't the case, show that the requirements are met on a weighted average level, using only the portion of the central plant capacity serving the project building
