Can we ask for fewer design credits at the construction review stage?

I have a general question regarding the review process:

Say, you have already submitted a certain amount of credits for review and received a preliminary review.

What are the challenges in determining the environmental qualities and human health impacts of building materials or products in LEED v4 projects?

For version 4, Is it possible to send the Design Final Review without documenting one or more prerequisites.

This is maybe an obvious question but our projects are located in Austria. Therefore most of our documents are in German.

It used to be that we could download certified projects from LEED Online.  Just lately I've noticed that the download capability had been moved to https://www.usgbc.org/projectdownload.
